回答这个问题其实很简单。如果没有了the people's，则measures to meet convenience和facilities for the convenience该作何解呢？是满足迁徙动物的方便么？抑或是满足残疾人、老年人、孕妇或是幼儿的方便么？
便民的民，实为民众。the people不是特指，正是泛指，意为the ordinary men and women of a country rather than those who govern or have a special position in society（据英国2010第八版牛津高阶），恰与“民众”对应地丝毫不爽。
质疑偶回答中的the people's，按此逻辑，the People's Republic of China中的the People's也不用要了吧？这还了得！
